Why is the word “nominal” used when describing the size (volume) of a Flexcube?

The walls are flexible, so expand and contract (slightly but significantly) when empty or full, so the dry volume will be smaller than the wet volume. So nominal means “approximate”. The¬†Flexcube holds something like 20-30L more volume than when it is empty.
